The Expansion of the ASEAN (ASEAN + 1 / +3 / +6)

O n November 29th2004 Russia has acceded to the Treaty of Amity and cooperation in Southeast Asia of 1976 (Bali Treaty), which created the preconditions for the deepening of Russian-ASEAN dialogue and its participation in other integration groups, the core of which is the ASEAN. On December 13th2005 Kuala Lumpur hosted the first Russia-ASEAN summit with the participation of the Russian President Vladimir Putin. T he decision about the institutionalization of such meetings was made (though their frequency is not yet established).The Minister of foreign affairs of Russia participates annually in ministerial meetings (conferences) of the Association with its dialogue partners in the «ASEAN+10» and «ASEAN+1» formats. O nJuly23rd2008 in Singapore a regular meeting of theministers of foreign affairs of Russia and the ASEAN was held; during this meeting the issuesof the development of the dialogue partnership were discussed. T he Ministers endorsed a road map with concrete measures to boost cooperation in the priority sectors.

T he Ministers also spoke in favour of holding in the future the second Russia-ASEAN summit. A positive role in the development of the dialogue partnership has the public movement «Eastern dimension» created in Russia in March 2006. I n March 2007, the delegation of the movement held a meeting in Manila with political and business elite of the Philippines, including President G. A rroyo.
